1.General Introduction
1.1 Outline
DTZY1591C three-phase charge controlled watt-hour meter is a new generation of metering product developed by Shenzhen GST Co., Ltd, realizing multi-functions such as energy measure, electricity consumption controlling and Customer info management and other functions, and also have parameter index, like remaining electric quantity, accumulative consumed electric quantity, times of purchased power , etc. It has done with the common problems that other type of prepaid meter can not solve. For example, energy meter ID can not correspond with the user ID, on-site detection not available, poor data confidentiality.DTZY1591C is an ideal product for reforming power consumption system, realizing electric energy commercialization, resolving difficulty of charging and adjusting the state of the grid load.

2.Main function 
2.1 Electric energy metering 
1.This instrument can measure both positive and negative active power. Positive and negative directions are depended on, 1,2,3,4 quadrant reactive and A,B,C active and reactive power each phase ,which can be set to the combination of active and reactive characteristic word on the selective addition and subtraction combinations of positive and negative active energy and four quadrant generated combination of active and reactive power :1.combination of reactive power 2.electric quantity 
2.A variety of power can be total and four kinds of rate period time-sharing measure (A,B,C three phase power , regardless of time-sharing measure )
3.Store up to 12 billing cycle of consumption data 
4.For forward and reverse active power, positive and negative to apparent , 1,2,3,4 quadrant reactive and A,B,C active and reactive electric quantity each phase . Valid value of power ranges from 0 to 999999.99 units of kWh or kvarh.
5.For the combination of active power and combination of reactive power ,1 combination of active power 2 electric quantity , Valid value of power ranges from –799999.99 to 799999.99 unit of kW.h or kvar•h 
6.Decimal digits of factory default in the energy display is 2 decimal places 
2.2 Rate of time interval 
This meter can be set two options for timezone table and two options for day time table and respective switching time (second, hour, day, month, year).Energy meter defaults running the first option for timezone table and first option for day time table 
2.3 Demand measurement 
1.Able to measure forward and reverse active power, forward and reverse are depended on , 1,2,3,4 quadrant reactive , the maximum demand and occurrence time of 1,2  reactive combination 
2.Cycle of demand and time of slip frequency could be set in the range of 1 to 60 minutes, but should meet that cycle of demand is larger and integral multiple than time of slip frequency. Cycle of demand can select from 5,10,15,30,60 minutes. Time of slip frequency of slip type of demand cycle can select from 1,2,3,5 minutes Cycle of demand should be integer multiple of 5 than time of slip frequency and the multiple should be less than or equal to 15.
3.When there is a voltage line powered on ,time conversion ,reset, clock adjustment, cycle of demand change, power flow direction conversion ,etc. electric energy meter from the current moment on ,according to cycle of demand operating demand measurement .After the first cycle of demand is completed , beginning to record the maximum demand in accordance with slip frequency interval, Among them, when time interval conversion happened, total demands continue to do slip measurement, time-sharing demands restart measurement according to cycle of demand.
4.Not record the maximum demand within the incomplete cycle of demand or modified cycle of demand 
5.Store data of maximum demand for 12 account days 
6.Decimal digits of factory default in the demand display is 4 decimal places 
2.4 Balance function 
1.This meter still can store historical data of settlement period from last 1 to last 12, except for offering current active and reactive total, time-sharing electric quantity, maximum demand and occurrence time including combination active , forward and reverse direction active, combination reactive 1 and combination reactive 2, 4 quadrant reactive , each components active ,reactive total electric quantity and time-sharing electric quantity. forward and reverse direction active, combination reactive 1 and combination reactive 2,maximum demand of 4 quadrant reactive and occurrence time. When meter clock goes to the settlement point , energy meter will balance accounts. While energy meter balance account, first store current electric quantity, maximum demand and occurrence time into the last balance day, then clear current maximum demand, occurrence time, and the accumulative unit of demand, restart calculating demand.
2.If energy meter power down and cross the settlement point, the meter does not make up for the settlement after powering on.
3.Able to be set as three balance days every month at most , default to enable the first balance day, if numerical value of balance day every month is FFFF, that represented there is no balance day set.
4.Demand settlement only can be settled once every month in the first balance day. If enabling other balance day to balance in the settlement point, FF should be complemented in the corresponding demand data in the balance day.
5.Only is the qualified rate of voltage in the first settlement day for settlement, To enable other settlement day for settlement ,qualified rate of voltage are not for settlement.
2.5 Event record 
1.Loss of pressure: Available to record total times of loss of pressure, accumulative times, last occurrence time of loss of pressure, ending time and total times of loss of pressure each phase and accumulative time, last 10 times of loss of pressure occurrence moment, ending moment, meter indicating value in the period of loss of pressure, and so on . 
Initial condition: Voltage is less than NN%Un (NN is the percent threshold value of loss of pressure starting voltage, Moreover current is larger than NN.NNNNA(NN.NNNN is the loss of pressure starting current ) and the maximum voltage is larger than critical voltage
Ending condition: Voltage is larger than 85%Un, or equally lower than critical voltage or power down., Judgement delay: 60 s 
2.Undervoltage: Available to record total times of undervoltage each phase and accumulative times, last 10 times of undervoltage occurrence moment, ending moment, energy indicating value in the period of undervoltage, and so on . 
Initial condition: voltage is lower than NN%Un, and the maximum voltage is larger than critical voltage.
Ending condition: voltage is larger than NN%Un,or the maximum voltage is lower than critical voltage or power down . 
Judgement delay :30 s 
3.Loss of phase: Available to record total times of loss of phase each phase and accumulative times, last 10 times of loss of phase occurrence moment, ending moment, corresponding data of energy indicating value , and so on .
Initial condition: voltage is lower than critical voltage NN%Un, and the current is lower than NN.NNNNA(Loss of phase starting current), the maximum voltage is larger than critical voltage .
Ending condition: Voltage is larger than critical voltage ,or current is larger than starting current of loss of phase, or voltage is equally lower than critical voltage or power down . 
Judgement delay :60 s 
4.Full loss of pressure: Available to record total times of loss of pressure each phase and accumulative times, last 10 times of loss of pressure occurrence moment, ending moment, and recent current value.
Initial condition: voltage each phase is lower than critical voltage NN%Un, and the maximum current is larger than 5%In
Ending condition: the maximum voltage is larger than critical voltage, or the maximum current is lower than 5%In, or power down 
Judgement delay : 60s 
5.Voltage inverse phase sequence: Available to record total times of voltage inverse phase sequence, accumulative times, last 10 times of occurrence ending moment energy indicating value in the period of it.
Initial condition: voltage inverse phase sequence happened, and the minimum voltage is larger than critical voltage 
Ending condition: voltage inverse phase sequence ended, the maximum voltage is less than critical voltage, or power down 
Judgement delay : 60s 
6.Flow lossAvailable to record total times of flow loss each phase, accumulative times, last 10 times of occurrence ending moment of flow loss, energy indicating value in the period of flow loss.
Initial condition: Current of this phase is less than NN.NNNNA(starting current of flow loss),and current of the left phase is larger than NN.NNNNA (ending current of flow loss), and the maximum voltage is larger than critical voltage 
Ending condition: this phase current is larger than NN.NNNNA(starting current of flow loss),or voltage is equally lower than critical voltage or power down . 
Judgement delay :60s 
7.Over current: available to record last 10 times of over current data in A,B,C,D each phase 
Initial condition: current of some phase is larger than NNN.N%Ib(over current judgement threshold value), and the maximum voltage is larger than critical voltage.
Ending condition: current of some phase is less than over current judgement threshold value, or voltage is equally less than critical voltage or power down.
Judgement delay :30s    
8.Cutoff: Available to record total times of cutoff each phase, accumulative times, last 10 times of occurrence moment of cutoff, ending moment ,energy indicating value in the period of cutoff.
Initial condition: Voltage is larger than NN%Un, current is less than NN.NNNNA, and the maximum voltage is larger than critical voltage.
Ending condition: voltage is less than NN%Un, or current is larger than NN.NNNNA, or the maximum voltage is less than critical voltage

9.Tidal current reversal : Available to record total times of current reversal each phase, accumulative times, last 10 times of occurrence moment of current reversal, ending moment ,energy indicating value in the period of loss of pressure .
Initial condition:When the phase angel between the voltage and current is greater than 90 degrees, less than 270 degrees , current happen to reverse.(Decide if tidal current reversal of some phase , Its active power should be larger than NN.NNNN kw)
Ending condition: Phase angle is larger than zero degree, and less than 90 degrees, or phase angle is larger than 270 degrees, and less than 360 degrees, or voltage is less than 10v or current is less than starting current or power down  
10.Judgement delay :60s 
11.Pass rate of voltage: Available to record A,B,C each phase this month ,also statistical data of pass rate of voltage last 12 months. 
Voltage over upper limit.
Initial condition: This phase voltage is larger than the qualified upper limit of NNN.NV, and less than assessment upper limit NNN.NV.
Ending condition: This phase voltage is less than the qualified upper limit of NNN.NV, or larger than assessment upper limit NNN.NV, or power down 
Voltage qualified
Initial condition : this phase voltage is larger than the qualified lower limit of NNN.NV, and less than the qualified upper limit of NNN.NV
Ending condition: this phase voltage is less than the qualified lower limit of NNN.NV, or larger than the qualified upper limit of NNN.NV, or power down.
Voltage over lower limit 
Initial condition: this phase voltage is less than the qualified lower limit of NNN.NV, and larger than the assessment lower limit of NNN.NV
Ending condition: this phase voltage is larger than the qualified lower limit of NNN.NV, or less than the assessment lower limit of NNN.NV, or power down .

12.Voltage unbalance: Available to record last ten times of voltage unbalance
In the three-phase power supply system ,rate of voltage unbalance is:

Initial condition: Rate of voltage unbalance is larger than NN% (Upper limit value of voltage unbalance ) ,the maximum voltage is larger than critical voltage.
Ending condition: Rate of voltage unbalance is less than the upper limit value of voltage unbalance, or voltage is lower than critical voltage on average, or power down. 
Judgement delay: 30 s
13.Over load: Record the total number of times of over load each phase, total time, last 10 times of duration of over load.
Initial condition: Active power of some phase is larger than the upper limit value of active power ,and the maximum voltage is larger than critical voltage 
Ending condition: Active power of some phase is less than the upper limit value of active power , or the maximum voltage is less than critical voltage, or power down . 
Judgement delay: 30 s    
14.Active demand ultralimit: Available to record last 10 times of ultralimit data of active demand forward and reverse.
Initial condition: Active demand is larger than NN.NNNNkW( upper limit value of active power ), and the maximum voltage is larger than critical voltage.
Ending condition: Active demand is less than upper limit value of active power, or voltage is less than the critical voltage on average, or power down . 
Judgement delay: 30 s 
15.Reactive demand ultralimit: Available to record last 10 times of ultralimit data of reactive demand of 1,2,3,4 quadrant.
Initial condition: reactive demand is larger than NN.NNNNkW( upper limit value of reactive power ),and the maximum voltage is larger than critical voltage.
Ending condition: reactive demand is less than upper limit value of reactive power , or voltage is less than critical voltage on average, or power down .
Judgement delay :30s 
16.Down-scale of general power factor: available to record the total number of times of down-scale of general power factor and all accumulative time, last 10 times of occurrence moment of down –scale of general power factor, ending moment, energy indicating value in the period of down-scale of general power factor.
Initial condition: general power factor is less than N.NNN, and the maximum voltage is larger than critical voltage 
Ending condition: general power factor is larger than N.NNN, and the maximum voltage is less than critical voltage 
Judgement delay: 30s 
17.Power down: Available to record total number of times of power down, last 10 times of occurrence and ending moment of power down .
18.Time interval, festival and holiday programming : record the number of times of  programming for daytime table , year, time zone table ,weekend, festival and holiday and last 10 times of programming time , operator code, data before programming (40 holidays 
19.Combination programming of active and reactive power 
Record combination active , and reactive ,1 combination reactive 2 total number of times of programming and last 10 times of programming time , operator code. Data before programming 
20.Programming of balance day: record total number of times of programming in the balance day, last 10 times of programming time, operator code , data before programming
21.Programming record: available to record total number of times of programming, last 10 times of programming moment, operator code ,data ID of programming item. From pressing program switch to enter programming state and operate programming to the meter and press programming switch again and quit the programming state. The whole process is recorded as once programming record. Record last 10 programming data IDs from this programming record 
22.Timing: record total number of times of timing, last 10 times of timing moment, operator code. Broadcast timing is not written into timing record  
23.Open meter cover: record total number of times of opening meter cover , last 10 times of event occurrence of opening meter cover, ending moment 
24.Open terminal cover: record total number of times of opening wiring terminal cover, last 10 times of event occurrence of opening terminal cover 
25.Energy meter zero clearing: permanently record total number of times of meter zero clearing, last 10 times of zero clearing moment of meter, operator code , data of electric quantity 
26.Demand zero clearing: record total number of times of demand zero clearing ,last 10 times of event zero clearing moment, operator code , current indicating value of demand  
27.Event zero clearing: record total number of times of event zero clearing, last 10 times of moment of event zero clearing, operator code, data ID code of event zero clearing
28.Power on and off event: record last 10 times of power on and off , and event occurrence of powering on and off, moment , important data of electric quantity 
2.6 Energy meter zero clearing 
1.Energy meter zero clearing should empty electric quantity, maximum demand , occurrence time , freezing quantity, non-permanent record part and load record of event record inside the meter . 
2.Energy meter zero clearing should coordinate to use with hardware programming key and need corresponding access password , energy meter should assure that event of zero clearing will not be cleared away while executing orders and automatically save corresponding data of this event 
3.Able to permanently record total number of times of meter zero clearing and 10 times of zero clearing data of meter 
2.7 Demand zero clearing 
1.Empty all record of the maximum demand and data of occurrence time this month from inside meter.
2.Demand zero clearing should coordinate to use with hardware programming key and need corresponding access password 
3.Available to record total number of times of zero clearing event and last 10 times of zero clearing data of demand.
2.8 Event zero clearing
1.Empty all storage inside energy meter ( except for permanent record ) or some sort of event record 
2.Event zero clearing should coordinate to use with programming key and need corresponding access password. 
3.Available to record total number of times of  zero clearing event and last 10 times of event zero clearing 
2.9 Electric quantity freezing
1.Instant freezing: Meter starts to freeze after receiving instant freezing order, and save last 3 times of instant freezing data.
2.Timing freezing: It could be set month, day, hour as cycle freezing and save last 12 times of timing freezing data.
3.Daily freezing: It could be set daily freezing time and default to freeze at 00:00 and save last 62 days of daily freezing data.
4.Appointed freezing :In the appointed moment of project switching over among main and vice two sets of year, time zone , daytime table , tariff ,ladder electricity price, freezing electric quantity at appointed moment and other important data, respectively save last 2 times of switching-over record.
5.Integral point freezing: it can be set initial time and interval time of integral freezing, able to save last 254 times of integral freezing data 
6.Each kind of freeze corresponds with fixed modal word, available to set the required freezing data according to modal word. Freezing content should conform with the set pattern word

2.10 Load record 
1.Six types of load data supported , time interval of load record could be set arbitrarily in the range of 1 to 60 min. each type of time interval of load could be the same and also the different 
2.Content of six types of data followed : (1) Voltage, current , frequency of A,B,C each phase (2)Total account of active and reactive power of A,B,C each phase (3)Total account of power factor of A,B,C each phase (4)Positive active , reverse active , combination reactive 1 combination reactive 2 total electric quantity(5)total reactive  electric quantity of 4 quadrant (6)Current reactive and active demand.
3.Energy meter adopt high capacity with card to save load record , able to record 2 mb/s of load record data, expand to 4mb/s at most.
4.Content of load record should be correspond with pattern word setting of load 
2.11 Safety Management and Customer Permission 
1.Parameter setting should be set according to use the corresponding level password or decide whether to enter programming state
2.You should press lead sealing button before all setting, make meter under programming allowed state and then operate. Programming allowed state is valid within 240 minutes. If you press lead sealing button again in the halfway, meter will quit programming allowed state. Programming allowed become invalid after powering down.
3.Shutting switch of software setting. No matter whether lead sealing is pressed. When wrong password was used to set continuously to meter for 3 times or more ( if the frequency is 2 times or less , setting operation get succeed for once by using the right password, which makes all wrong password return to zero.)Meter will self-lock and launch self-locking timer. Automatic deblocking after 24 hours. Shutting switch becomes invalid.
4.Energy meter could implement programming by password verification or other special operation. Password adopts level-to-level management. 00 is the supreme privilege. The larger of number value , The lower of privilege. High level password can modify low level password .Or execute all operation of low level password .6 digits of password ,10 password levels .Default only can launch level 02 and 04. Communication instruction with different levels need to be operated according to the regulated password privilege. Privilege level is divided into Level 02 ,level 04 . Level 02 meter zero clearing ,event zero clearing , Level 02 password factory defaults value is :000000. Level 04 writing data, maximum demand zero clearing ,Level 04 password factory default value is 111111. Password input get wrong continuously for three times. Meter automatic blocking is available under the state of programming and keep blocking for 24 hours 
5.Password modification by using the same level of password or higher , the level of modified password remain unchanged .
2.12 Measurement function 
1.This meter measures all voltage , current , phase angle , apparent power ,active power, reactive power, power factor and grid frequency of A,B,C in each phase , and also display power direction . On the starting current, power can measure (Display effected by display digits ), refresh time for 1 second. Measure range within 1‰Pn—Pmax, Here, Pb represents active and reactive rated power, and Pmax represents active and reactive maximum power. Voltage and current are valid value , refresh time for 1 second , voltage measure range within 70%—130%Un, current measure range is 1‰In—Imax
2.Measure frequency, Resolution ratio of frequency measure is 0.0000001Hz, and measure range is within 45---65Hz
3.Minimum resolution ratio of active power measure is 0.000001kW, Degree of accuracy is 0.5 level. Communication meter reading with 4 digits of decimal . Displays with 0,1,2.3.4 decimals (confirmed by power display decimal digits).the minimum resolution ratio of reactive power measurement is 0.000001kvar, degree of accuracy for 2 levels 
4.The minimum resolution ratio of voltage measure is 0.0001V, degree of accuracy for 0.5 level. Communication meter reading without decimal place , display with 4 decimals
5.The minimum resolution ratio of current measurement is 0.0001A, degree of accuracy for 1.0 level. (5%In—Imax), communication meter reading with 2 decimals ,display with 4 decimals
2.13 Liquid crystal backlight function 
White LCD backlights is lit in the normal power supply in the following types of cases : Button awaking ( up or down button ), infrared awaking ( handhold machine or remote control ) ,card inserting . In the use of infrared to awaken backlight, and shutting down backlight after 2 cycles of automatic cycle display. By using the button , card inserting to awaken backlight ,and backlight will be shutting down after 60 second s without any button, card inserting action 
2.14 Acousto-optic alarm function  
This meter equipped with voice alarm (buzzer intermittently tweeting ), LCD alarm (“ ”flash ),LED alarm ( red LED flash) and auxiliary terminal output alarm 
2.15 Power cut meter reading function 
Meters equipped with low power consumed battery move into sleep state in the circuit of voltage. It is available to awaken by up and down button after 2 seconds or also by handheld machine and remote control . after awaking,it is available to realize meter reading by LCD , and handheld machine . But it is not available to read load record in the power cut . 
2.16 Clock and timekeeping function 
1.Clock has calendar , timekeeping , leap year automatic switching function 
2.Broadcast timing  is not restricted by password and hardware programming switch , but only accept  this meter that the clock error is less than or equal to 5 minutes to broadcast timing 
3.It is available to realize meter timing by RS485, Infrared communication port to energy meter , except for broadcast timing , timing needs to be operated under programming 
2.17 Signal output function 
1.Be equipped with 2 red LED displays for the output and measuring the direct ratio optical pulse of energy  meter (active and reactive ), width of pulse is 80ms±20ms , with electrical isolation of the electrical pulse output terminal for the output and measuring the direct ratio electrical pulse. Constant of pulse output can be set . Factory setting of pulse constant is subject to instrument panel identification.
2.Be equipped with multifunctional output terminal (00-time signal ; 01-demand cycle;02-time interval switching ; renew to time signal output after powering on. Three kind of signals can be switched in the same multifunctional signal port by software setting . It was defaulted to be daily timekeeping error detection signal after power cut ,then powering on again . Time signal is the second signal ,demand cycle signal , time interval switching signal is 80ms±20ms pulse signal . 
3.Be equipped with auxiliary terminal alarm control output function . When it happened loss of voltage , current, phase, energy meter can output pulse or level switch signal ,and control external alarm equipment.
2.18 Basic communication function 
This meter basically supports infrared ,RS485 communication .For correcting communication address by password, To send the writing communication address instruction by pressing the programming button.
1.Infrared communication 
Be equipped with a far infrared communication port ,default communication speed is 1200bps. Available to set parameters inside energy meter and read data by this communication port and it needs to go through password before setting 
2.RS485 communication 
Be equipped with a RS485 communication port ,default communication speed is 1200bps. Available to set parameters inside energy meter and read data by this communication port and it needs to go through password before setting 
2.19 Meter self-checking display function 
Be equipped with monitoring function to any abnormal running function and auxiliary display with abnormal code , including faults of energy meter abnormal  tips and event , other IC card related tips , for more details , please check on "Appendix 3 three-phase energy meter abnormal display code " 
3.As to energy meter fault abnormal tips, Once abnormal situation appears , automatic cycle display should be suspended and LCD fixedly display this fault abnormal code . When fault abnormal code happens only one , LCD will fixedly display this fault abnormal code . When there are several fault abnormal code happened in the same time , it will be the cycle display as ascending order of fault abnormal code. Display interval is the time of cycle display . It is available to press any key to jump out of fault abnormal code display .after 60s without any button under the button cycle display , it will return to  automatic cycle display of fault abnormal code.
4.As to event abnormal tips , once it happens to insert event abnormal code in the first screen of cycle display . When event abnormal code happens only one, inserting this event abnormal code in the first screen of cycle display . When there are several event abnormal codes happened in the same time , inserting all happened event abnormal codes in the front of the first screen of cycle display as the ascending order. Display interval is the time of cycle display. And it is available to press and display all happened abnormal code by button .
5.As to IC card abnormal tips , abnormal situation happened in the precessing of IC card is given tips at the end of IC card processing . Back to automatic cycle display after IC card is pulled out
2.20 Low power consumption awaking display function 
Equipped with low power consumption battery meter in the voltage loop after losing electricity into the low power consumption sleep state .Available key or infrared awaken LCD display to energy meter . There is no need to light backlight . If there is no key operation after energy meter is awakened . Automatic cycle show again the cycle display items set inside energy meter , then shut down LCD. If there is key operation after energy meter is awakened , it will display according to key display items set inside energy meter ,and automatically shut down LCD after finishing the key operation for 30 seconds 
2.21 LCD display function 
LCD display character description: 
Electric quantity prompt: decimal place of energy can be set in 1 to 4 . Available to set 8 integer places ,0 decimal place( when electric quantity shows decimal place 0) or 7 integer places ,1 decimal place (when electric quantity shows decimal place 1), or 6 integer places ,2 decimal places (when electric quantity shows decimal places 2), or 5 integer places , 3 decimal places (when electric quantity shows decimal places 3), 4 integer places ,4 decimal places ( when electric quantity shows decimal places 4 )
Current display rate prompt: display 1 time interval electric quantity in each screen. The first line character of “Tip Peak Flat Bottom”is the current rate prompt . If it displays “Total”, That is the total electric quantity prompt. 
Quadrant 4 prompt: Adopting padding way to prompt by symbol , anticlockwise reverse display . Display  ,which says energy meter is in the working of the quadrant I. Display  ,which says energy meter is working in the quadrantⅡ. Display  ,which says the meter is working in the quadrant Ⅲ. Display  ,which says the meter is working in the quadrant Ⅳ
Communication prompt :LCD displays “ ”,which says it is ongoing for carrier communication .LCD displays “ ”,which says it is ongoing for the first road of RS485 communication. LCD displays “ ”,which says it is ongoing for the infrared communication.
Programming allowed prompt : To press the programming key (lead sealing key ) once, LCD will show “ ”character , which says energy meter entered into the programming allowed state. After 240 minutes or pressing the programming key again, “ ”will disappear 
Password locked prompt: If times of constantly wrong password inputted are larger than or equal to three times, later LCD will show “ ”prompt . 
Loss of pressure: Under normal situation , “ ”is constantly showed on the LCD. When  some is in the loss of phase ,the corresponding phase of“ ”will disappear from LCD. In the loss of voltage , the corresponding phase of “ ”will flash 
Loss of current prompt : Under normal situation,“ ”is constantly showed on the LCD. When some is in the cutoff of current( actual current less than the starting current ), the corresponding phase of “ ”will disappear from LCD. When in the loss of current , the corresponding phase of “ ”will flash . When in the whole loss of current , “ ”will flash together 
Reverse prompt: When current of some phase occurs reverse , the corresponding phase of “ ”will flash, and constantly display “-”in the front . Reverse prompt will be displayed only when this current is larger than 1‰In and voltage is larger than 10V
Current rate display : If the maximum rate number is 4 or below ( including rate 4 ) , the meter will show “ ”; if the maximum rate number is 4 or above, the meter will not show 
Anti-phase sequence prompt : When voltage is under the anti-phase sequence , “Reverse Phase ”will flash 
Battery undervoltage prompt : When LCD disappears “ ”, it says clock battery is undervoltage. When LCD disappears “ ”, it says lower power consumption display battery undervoltage.
Alarm prompt: “ ” flash, which is the LCD alarm prompt .
Electric quantity history : When you require to display the history demand and electric quantity on the LCD,“ ”-last 18 months ,which can show the history electric quantity and demand from last 1 month to last 12 months . 
Electric quantity direction : When it displays electric quantity , The direction of electric quantity is displayed by “Reverse Phase”-forward and reverse direction 
Factory mode prompt : when“ ”displays , meter is under the factory mode.When “ ”flashes,meter is under the debugging mode 
Daily time interval proposal prompt : “ ”is used for the prompt of time interval proposal. Currently this is the first set of time interval proposal and display “ ”. Currently this is the second set of time interval proposal and display “ ”。
Display code prompt : Current display code                      ,Above the row“ ”, which says cycle display /button display /the corresponding protocol identification of the whole display data , below the row “ ”, which says cycle display /the composed sequence number of button display data in the corresponding protocol identification 
Data display prompt : “  ”Data display and the corresponding unit symbol 
Power factor tips : Display “ ”is the prompt of power factor ,Single display “ ” is the prompt of phase angle 
3.Tariff controlled function  
This three-phase electronic tariff controlled energy meter has both local tariff controlling and remote tariff controlling function .Energy meter with remote tariff controlled function is only in charge of billing. Calculation of electricity price is completed in the host station and power vending system 
1.Local tariff controlled function 
1)Operations like opening an account , electricity purchasing , data reading back by logic encryption card 
2)Measuring and billing function 
3)Recording last 10 times of data of electricity purchasing
4)Switch out /allowed switch on, alarm / removed alarm controlling function 
5)When using logical encryption card to do various of operations , it need to pass strict password verification 
2.Functional introduction for all kinds of IC card 
Local tariff controlled energy meter has various types of logic encryption card .these functional introduction as followed:
1)Customer card 
Customer card is divided into account opening card, power purchasing card, supplementing card.
Meter number inside customer card must correspond with meter number of energy meter. Able to modify meter number of energy meter by meter number modifying card 
Newly purchased energy meter must deal with account opening and operate the first power vending. While your opening an account , energy meter will add together the remaining amount of money  (or electric quantity ) inside meter and power purchasing amount of money( or electric quantity) inside account opening card
2)Function of query card 
Able to read main data inside energy meter by using safe information or special query card
3)Function of meter checking card
Energy meter factory permission could accept 5 times of meter checking at most. Using safe information or special checking card inserted into energy meter, if times of meter checking allowed, energy meter temporarily move into meter checking state, which deducts once meter checking times, consume meter checking electric quantity that meter checking card carries , but not deducting the remaining electric quantity of customer . when meter checking electric quantity and checking time that meter checking carries are used up, or inserting meter checking card again under meter checking, energy meter will quit checking meter, be back to original state .When times of meter checking is allowed, in any state , including installation  , running state , account cancellation , meter changing malfunction, Internal fault, all available to use meter checking card to check meter .live parameter setting card  
4)Function of account cancellation card
Under normal running energy meter, customer applies for an account cancellation. Management department will make power purchase card to be an account cancellation card. After energy meter accept account cancellation card, current remaining electric quantity, accumulative electricity consuming info are written into electricity card. Energy meter switch to account cancellation, and stop supplying electricity , or also realize the remote account cancellation by safe information .   
5)Meter changing card
Setting meter number by this card before its leaving factory, Using meter number setting card under public key, pressing programming switch of meter before inserting card 
3.Remote tariff controlled function 
When customer owes fee, remote host station/power vending system will forward switching-out order by strict password verification and safe verification passed later, energy meter receive the remote switching out order, in the progress of delay before tripping operation. “switching out “ character blinking, tripping operation light off. Tripping delay time up until “switching out “character stop blinking, tripping light on. After customer recharging, host station/power vending system will forward permission of switching-on order again, energy meter will receive the issued permission of switching-on order from the remote tariff controlled test platform by strict password verification and safe information passed later, energy meter will receive to allow the remote switching on, “switching out “character stop displaying, tripping light flash (1 second on, 1 second off )
1)The remote operates parameter setting , account opening , power purchase , data reading back by carrier and some virtual mediums 
2)Remote controlling function, remotely forwarding orders to meter ,doing such operations as switching out/ permission of switching on , alarm/ alarm removed ,electricity assured/ assured electricity removed  
3)Before doing all operations , should pass the strict password verification 
4.Tariff charged mode 
This tariff controlled meter energy has two ways of tariff charged mode , one is ladder price, two is time-sharing rate .a meter only has one tariff charged mode of it . For the ladder price, there are two sets of ladder proposal. It is available to switch over by setting switching time of ladder proposal. Clock of energy meter will automatically switch over after reaching the switching time point. Switching time will be automatically cleared away after switching over is finished. Time-sharing rate also has two sets of proposal. It is available to switch over by setting switching time of time-sharing rate proposal. Clock of energy meter will automatically switch over after reaching the switching time point. Switching time will be automatically cleared away after switching over is finished  
4.Usage 
4.1 Display setting 
1.This meter has two types of display mode: cycle display, button display mode. Display code of this two display modes is defaulted to set according to technical conditions of state grid. Please refer to display code chart,“ appendix 1”Project list of cycle display, button display.
2.Cycle display ,button display could be set as screen number of cycle display(0x04000301), interval time of cycle display (0x04000302), parameter of screen number of button display (0x04000305). Two kinds of display mode could be set 99 screens at most. Interval time of cycle display could be set in the range of 5 to 20 seconds by programming , and factory default value set as 5S.
3.Display items in each screen for cycle display ,button display could be set by 0x04040101~0x040401FE,0x04040201~0x040402FE. Setting method: For example, The ninth screen displays of the first proposal  + active power ,occurrence time of total maximum demand set 0x04040109 as 0x0101000001 , the eighth screen displays + active power ,total maximum demand set 0x04040108 as 0x0101000000 
4.2 Display mode 
After meter powering on, full screen of meter displays 20s, then moving into cycle display mode and displaying cycle contents. Available to quit cycle display mode pressing upturning and downturning button, switching to button display mode and lighten backlight. No press button operation under button display mode after 60S, automatically back to cycle display mode and turn off the backlight 
4.3 Prepayment
Local prepayment meter can realize account opening in the local as well as remote account opening and prepayment. Tariff-controlled function of local tariff-controlled meter realized in the host station /power vending system. 
1.Local prepayment 
1)After energy meter has been installed in the customer side, Customer could open an account by the account opening card. No need to enter programming state. After inserting card within 10 seconds to finish account open and parameter setting. If customer use the account opening card to purchase electricity from power vending center for the first time , Upper computer software will write all purchased amount or electric quantity into card , times of purchasing plus one, then switch the account opening card into electricity purchase card .Customer recharge to the energy meter by electricity purchase card, at first judge if times of electricity purchase meet  the requirement . if that meets requirement and to recharge normally , Some written information inside meter will be written back to card in accordance with running info document requirement and complete recharging and writing back within 3 seconds. If customer lose their power purchase card , they can report the loss and make up card . and if customer recharge to the meter by using make up card , then system will turn make up card to power purchase card , and original lost power purchase card will become invalid 
2)In the use of energy meter, When energy meter remaining amount ( electric quantity) ≤Alarm amount(electric quantity)1, Energy meter will alarm with light , lighten with backlight . Liquid crystal display “Pls purchase”. When energy meter remaining amount ( electric quantity) ≤Alarm amount(electric quantity)2, Energy meter will deliver switching-off signal, and the control load switch will interrupt power supply, also the tripping indicator light will sparkle and acousto-optic alarm, backlight lightening. LCD displays “ Please purchase electricity” and you could shut down that sound by button . 
3)LCD will show some tips when customer inserts card into meter for charging. After customer’s insertion into meter, the meter will show reading succeed if this is a legal card and also offer voice prompt of short buzzer. It will prompt reading failed if this is abnormal card reading, Meter will show abnormal IC card tips with voice prompt of short buzzer. After successful charge, meter will echo the remaining amount 
2.Remote prepayment 
This meter has remote prepayment function, which can realize account opening and electricity purchase by power vending system of host station. When the energy meter owe fee , You can realize switching- out operation by remote controlling function of host station. Priority of remote controlling function is higher than the local. In the meanwhile, you also can realize switching-out operation to meter by remote controlling order when meter does not owe fee. Only can the meter realize switching on by inserting card when the remaining amount (remaining electric quantity) is larger than the limit value of amount of switching-on allowed (or remaining electric quantity ) after local tariff controlled switching out 
4.4 Parameter setting
It is available to use RS485 or infrared to parameter setting. Before parameter setting ,you should first check whether meter communication baud rate coincide with upper computer, input communication address of meter again and operate communication connection. Parameter setting condition should refer to “2.11 Safety Management and Customer Permission” Energy meter defaults parameter setting and meter state of reading should refer to “ Appendix 2: Meter pattern word, tagged word ”
4.5 Installation 
Meter installation operated as drawing (Wire diagram of main terminal and auxiliary terminal) lead sealing to terminal cover and flip cover after wiring. It must be wired strictly as what the wire diagram showed behind the meter terminal cover. Switching on after wiring, you should check the display value of  voltage, current , active and reactive power in the meter and polarity, and the display frame after 1 minute powering on( if there is loss of pressure , loss of current , reverse, anti-phase sequence appeared) and judge the wiring and meter running state. 
4.6 Meter reading

3.Meter reading by power cut 
Energy meter with low-power consumed battery enter into low-power consumed sleep state after losing electricity in the circuit of voltage. After 2 seconds awakened by pressing up button, and also infrared. After awaking , you can realize meter reading by LCD display, and handheld machine. If handheld machine, meter must receive the right communication instruction within 180 seconds after awaking. Otherwise battery of infrared receiving mould will be closed down. And you have to resend one instruction to open the battery of receiving module of infrared by handheld machine ( the meter does not respond to this instruction ), then restart using this handhold machine to read meter. When you read meter under power cut , you can not read load record . 
4.7 Battery replacement 
1.When LCD appears “ ”, that means clock battery is undervoltage , and when there appears“ ”, that means the low power consumption shows battery undervoltage
2.Customer should inform manufacture to deal with it in time when there is a clock battery problem. 
3.Customer need to replace new battery in time when there is a low power consumption display battery problem .
